In what scenario do you use the --discover-local node option?
Most wont use it, but one example would be if you wanted to run 2 nodes but only really connect 1 to the outside world.
1st node would be connected to port 30333, doing full connection etc.
2nd node would just connect to node 1.
mostly something developers need to do.
